I can move a very large mass through a reasonable distance, with nearly zero work, if I'm clever, and conversely, I can expend a large amount of energy (work) to move a small mass a reasonable distance as well.

I am not sure what you are trying to say. One newton of force to move an object one meter is the same work no matter. Perhaps you are trying to say if I push an object of X weight with y force then it will move x distance. Then if I reduce friction I can say move the object X * Friction reduction * x distance. The work would be reduced by the amount of friction reduction.
