He 'tried' in a very brain-dead manner. He should have reformed the tax codes FIRST (as many of his advisers suggested) and put forward some of the excellent ideas for a simplified tax system that his own tax panel suggested. That way, when the tax over-haul was enacted... we would clearly know what the budget was like, and what would be available for reform/overhaul of social programs.... INSTEAD, he wimped out... when with minor (and, unfortunately: complicating) tax changes... after (instead of before) flopping with his politically tone deaf social program recommendations. Thus: nothing substantive accomplished, a great opportunity for serious and comprehensive tax system reform and simplification lost, opportunity for transfer program changes lost... and then he went on to make matters even worse with his dilatory spending. Brain-dead, and foolish. Extremely long-term Harmful.
