Well he had a better balance in congress. OTOH Reagan was elected by a wider margin, and could play off the disgust of the high tax rates and stagflation of the 70s. Also being able to cut taxes rates a lot (from 70%), made tax reform easier.

Still your right Bush never made a serious effort. But I can't really condemn him for that more than I can condemn politicians in general. Overall are "national leaders" are more likely to move things in the other direction.
