How about you suggest a system where every day is sunny and every child get a puppy... No waiting times in a strict sense is impossible. In a more practical sense (not counting very short waits as waiting times) its still difficult, and becomes more difficult if your going to cover everyone. Also its debatable that covering everyone is actually a desirable goal, at least if by cover you mean more than catastrophic coverage.
