Nicely stated. Fits well in the arena of small cap value investing. They would apply nicely to EDUSF and the revenue slide they experienced in 1996.

I guess its a matter of timing. When an individual company is deemed ready for growth is highly speculative and often never happens. This could very well be the case with WTRS. I think there are numerous reasons why they will show improved growth. Hope i'm right.

I think I was wrong in injecting my thoughts about Wtrs on the EDUSF board
