Time will tell. Growth occurs as a result of low taxes. It takes time for the growth to work through the economy. The recession induced by bursting the credit bubble that Greenspan built and worsened by the triple whammy minimum wage hike may not be as bad as some fear. The former Liar in Chief benefitted greatly from the growth that resulted from President Reagan's tax reductions. Clinton never would have had the illusion of balancing the budget if not for the Roth IRA convincing people to pay their taxes early.

When compared to President Bush 412 and President Bush 43, Clinton squandered the peace dividend and missed the opportunity to pay down the debt. He is the worst of the three.

On the other factors, President Bush also compares well to Clinton.
