The Picasso paintings don't produce income until they are sold, when you pay capital gains on them. So, they do get taxed.

I also feel that "unearned income" such as that should be taxed at least the same as income from labor, if not MORE, but many people don't, and argue that taxing it at all puts us at a disadvantage to places like Dubai.
