Picasso paintings might be a way to go, but I remember when a similar "soak the wealthy" scheme backfired. A surtax was added to luxury pleasure boats and yachts. Demand went down so much that the main effect was to throw all the poor schlubs that made them out of work, and the tax was quietly round-filed.
