Yep- you're right- balancing is very difficult. It irritates me to see a lot of behaviors that others indulge in which could wind up costing the taxpayer money down the road... reckless driving, drinking, smoking, irresponsible sex or pregnancy... this is just the nature of the beast (us being the beast). IMO, though, trying to control behaviors in this way is like having an extremely punitive authoritarian parent. Much better to do what you suggest. For instance, a lot of insurance companies have started rewarding healthy habits - exercise, weightloss- by lowering premiums. Good example of positive reinforcement v punishment, koan and mary!
