Terrorism has always been a tactic of asymmetrical warfare.

(When militarily out-classed in all conventional metrics, the smaller adversary resorts to such tactics as a way to trigger disproportionate responses, attract attention and new recruits to their causes, and trick the larger and better positioned adversary into counter-productive and self-defeating actions.)
