As you may recall, I agree with you on that. Without a structural change all it takes is a political exigency and even the pretense of PayGo is immediately shed and forgotten. Politicians want to be seen as doing something even when the best advice is to do nothing.

Politicians specialize in kicking problems forward a few years or decades at a time.
