I wonder whether the market is.

In the US we subsidize oil to a huge extend. The taxes we impose on gasoline, barely cover the costs of building and maintaining the roads that cars use. But there are no taxes on gasoline and oil to cover our huge expenditures in life and treasure for safeguarding oil supplies outside the US.
