I would be against the US government intervening to try to greatly reduce American use of oil, but if your going to do it I wouldn't do it by subsidizing hybrids. I would put a tax on the oil and/or refined products, and let the market figure out how it will adjust to the higher prices, rather than having government pick some particular response and subsidize it.
