Taxes on capital gains and dividends reduce the expected returns on investment and thus the incentives to make investments

Even when the rate of return was 1 or 2 percent people still put their money in accounts instead of their sock drawer. It's ridiculous to think that investors, especially the well-heeled investors will decide it's just too much trouble to make a small profit so they won't even try.
