It's my understanding that there are no sizeable countries that do so. They have different rules on proving you have left (the US has two ways to qualify, outside the US for 330 days of the year, or have your main place of residence be outside the US). For example in Canada I think the Canadians have to sell their Canadian house.

But no, most countries don't follow you around. In the UAE there is no income tax, so everyone other than US citizens pays zero. Pretty sweet for them.
