What do you mean? The numbers are pretty clear.

Here is the 2007 US Federal budget:

Defense spending is $549 billion. Or 19% of the Federal Budget.

Here is the 2007 GDP:

cia.gov

2007 GDP is estimated at $13,750 million.

So the defense budget is exactly 4.0% of GDP.
