I'll explain what I think the difference between performance enhancement and performance recovery is. You don't have to agree.
If you can run 100 meters in 10.2 when in excellent shape, but can run it in 9.8 after taking something, your performance has been enhanced.
If you can run 100 meters in 9.8 when in excellent shape, you've recently had had a knee problem that slowed you down to 10.4, it's taking forever to heal, then you returned to 9.8 after taking something that allowed the knee to heal more quickly, that is performance recovery.
If your fastball is 96 MPH and you take something that gives you the ability to throw 102MPH, that is performance enhancement.
If your fastball is 96MPH, but your elbow has been a little tight lately and you can't throw faster than 92 MPH without severe pain, then you take something that allows you to throw 96MPH, that's performance recovery.
IMO, the reason this is significant is that there are already a zillion legal commonly used drugs and treatment designed to recover performance etc... So there is no objection to performance recovery. The objection is to things like a 102MPH pitcher (if there was one) and the 70 home run guy etc....
