This makes it hard to believe that the AMEX open was delayed 13 min because of the spread. The specialist may have a bunch of other stocks and ETFs to open. If you direct your pre market limit order for extended and regular hours,it will be hit whether or not the specialist has opened that particular issue if there are shares at your limit price.
