I don't know if those brokers trade commodity options. I know Scottrade does not.

As far as stock or index options, Tradestation is okay. They charge $1 per contract each way.

They have a fee if you keep adjusting the price, but it still is reasonable. With Tradestation you must pay for the platform though, unless you are an active trader.
