If you look at the way it works, mass transit brings in the commuters from the suburbs. Then, the subways, cabs and busses get them to their particular jobs. New York, Chicago - all the big eastern cities work this way. Western cities were built around automobiles. Most people that WORK in NYC can't afford to LIVE in NYC.
