So it's rather 50% cost-per-bit reduction than reduction in size. I'd like to know the previous technology node to compare with. Is it 65nm Strataflash?

65nm to 45nm would give approximately a 50% reduction in die size and that results in a 50% reduction in cost/bit. Generally, they do not make smaller die's, they double the capacity for the same size die. So yes, I think they are comparing the new 45nm NOR part with a 65nm NOR part.
