From what levels? Tax cuts from levels that are so miniscule they provide no investment disincentive may not provide much benefit. Tax cuts from onerous levels would surely provide a great deal of benefit. Tax cuts from the high levels that Clinton had raised them to were a net gain or the economy when taken in isolation from spending.
