OFFICIALLY it is supposed to be.

(Why, Peter, wasn't it officially still 'non-partisan' --- mandated to answer the questions of any member even-handedly --- even when the GOP had majorities in EACH House of Congress?)

Isn't that rather beside the point anyway though? Since my quoting of their budget analysis was in conjunction with TWO of the Bush administration's analysis (the OMB and a private firm contracted by the White House) --- and merely to point out that ALL THREE came up with essentially identical projections....

"and now you call the AEI a conservative think tank."

Always thought that they were somewhat akin to the national Chamber of Commerce in the pro-business, pro-Capitalism policies they enunciated. (Are you telling me that they are not?)
