SA can affect oil prices at the margin. At least they used to be able to. Whether they can still is a matter of dispute.

Bush's pledge in 2000 "I will jawbone OPEC to bring down oil prices".


I'm pretty sure he intended to do so. Making it happen is difficult at best, probably impossible.
