EU companies typically spend about 20% of revenues on R&D.
In 2003 there were almost 7,000 drugs in active R&D in the EU.
As a percentage of GDP, we are by no means the biggest R&D spenders in the world.....Japan, Finland, Sweden spend more. We are 4th followed closely by Germany and Switzerland.

In 2003 R&D, North America (US and Canada) spent about 29B Euro's (50%) , the EU spent 21B Euro's(33%), Japan spent about 10B Euro's.(11%) So we are hardly funding the R&D for the whole world.
2003 sales are almost exactly the same proportion, ie US 49%, EU 33%, and JP 10%. So this doesn't support your argument.

I can't comment on whether your impression is fair because it isn't true.
