All this can be laid at the feet of the federal government. Generations of people have been on federal assistance and never worked a day in their lives. The 9th ward in NOLA is a prime example. There, you have, in some cases, 5 generations living under one roof. They no nothing but government assistance. All the houses in the 9th ward were owned by the federal government. If someone can show me a house that was owned by a person, I'll be shocked. This is all pre-katrina mind you.
