I know it was Ms. Yellen who said it and Reuters who reported it, but can you or someone restate this so that I can understand it? I guess I can't quite tell if it refers to what the Fed has already done (cutting) or what it might do (raising). Since it is connected with "bailing out," it would seem to be cutting, but to me it looked as if the Fed was afraid NOT to act.

"The Fed can't be afraid to act merely because of the appearance of "moral hazard" that some might see in bailing out financial markets, she said.
