My take,

The Time to buy is when almost everybody around you feels miserable and scared out of their wits.

The Time to sell is when you feel invincible, but not if others feel more invincible than you.

If you are genuinely scared, you can't buy and probably shouldn't. If you understand the market well enough to see the panic around you but do not get swept along yourself, then you have room to buy. If you are scared along with everybody else, that means you don't understand the markets, and probably should be scared and definately not buying. Buying in this situation is likely to be impulsive, too exposed, and will lead to handwringing and underwater adventures.

If your decisions are working well, very well, then you will fill invincible. But that's ok as long as other people feel even more invincible than you. -g-
