If waterboarding is determined by law not to be torture... Moron! That's what the debate was about - whether to declare waterboarding is torture or not. In case you haven't got it yet, the House and the Senate pass bills and the Dumbyasshole signs them into law or vetoes them... And btw, international law defines waterboarding as torture : "The person believes they are being killed, and as such, it really amounts to a mock execution, which is illegal under international law," said John Sifton of Human Rights Watch." But then, the thugs in the present administration have no respect for international law.
