OK, let me try another tack. There are, I believe, 47 million people without insurance. Of those 47 million, 8 million are without access to insurance. So, if the health care problem is that there are lots of people without insurance and the solution is for the federal government to provide it, it matters whether the number is 47 million or 8 million. There are 47 million now covered by Medicaid. The simples way to deal with the 8 million is to put them in Medicaid, too. Problem solved. If the number is 47 million, that would double Medicaid and isn't so practical.

So, I think those component numbers matter. Please tell me what you find wrong with my conclusion that they matter.
