I don't think you would actually have to kill people off (well an economic downturn might cause some people to die, but not most of the population, and you wouldn't directly kill them)

What you would need is massive (even on the scale of the federal government where 'a billion here, a billion there, pretty soon your talking real money') investment in nuclear, solar, electric cars, plug in hybrids etc.

While at the same time going through an economic downturn in every sector but those that benefit from the effort. (Because your imposing new costs on many of those sectors, while also pulling investment from them to funnel it in to the preferred areas)

How big would this economic downturn be? I'm not sure. Maybe just a worse than normal recession, that lasts for awhile, and is followed by slower than normal growth, but it could be more like the great depression.
