Saddam had nuclear stockpiles and ambitions as even you attest to in the 90s. He didn't voluntarily abandon that agenda and he refused to cooperate with inspections, deliberately giving the impression that he was still a viable threat. Further he verbalized his intent to attack America.

He was not an immediate threat to the USA, he was a weakened and impotent threat to the USA who had a goal of becoming potent and devastating once he successfully whittled away the sanctions, which he was effectively doing.

He was given a clear choice by the USA and he took it, never believing that we would stand behind what we said we would do. He thought we were like him, all bluster and bragg with nothing to back it up. That was his mistake not ours.
