It's very difficult to analyze Clemen's stats. His ERA improved right around the time this all supposedly started when he went to Toronto, but he came from Boston. Boston is notorious for being a hitter's park. So it's really no shock his ERA dropped when he moved to Toronto.

His ERA immediately worsened again in NY and didn't improve again until he went to Houston. By then, I don't think anyone is even claiming he was taking anything. Regardless, there is no designated hitter in the national league. So the ERA of American league pitchers almost always improves when they switch (and vice versa).

I'm not saying I believe him. I don't. I'm saying the case for "dramatic improvement" is not nearly as clear for Clemens as it was/is for Bonds.

In a prior discussion, I said I think it's possible he and Pettite were not looking for performance enhancement, as in reaching new heights. They were looking to recover their best form by being able to overcome injuries, soreness etc.. quicker.
