I am not sure that you should read to much into the GTE statement.

"And a fifth telephone company, GTE Telephone Operations, now appears to be backing off its own ADSL service plans, which were expected to hit three states this quarter."

Key word here is "appears" the three states has more to do with the rolling out of Local and Distance phone service than adsl. ADSL is not a regulated service. I do believe that the ROBOCS realize that the demand for ADSL is more than they can handle with their back office functions such as support, sales order,installation and billing. Once their business processes are in line with their forecast they will be ready to offer commercial ADSL, lets hope they are working on it as hard as GTE.
