I start from the principel that ANY goevrnment is a kleptocracy. Some more than others. And they will take as much form society as they can.

Basically I'm saying, any government tries to maximize the extortion they do via taxes. Leaving the other countries aside.

Brazil's governing elite, have had their way into extorting the people because they haven't revolted against them -me aside who think the real patriot are like me who openly and plainly dodge taxes.

Now the mew set of circumstances is: economy growing -as a result of demographich window- people become more assertive since they feel they are less dependent of government -this happend in many country as known as the creatioon of a middle class.

Moved on steps: 1) not accepting caudillo. 2) Accepting inteirm soltuons trials of democratic regimes 3) Tell the government we are not goping to take it no more.

Of course government had 500 years to perfect that system you tell me about, but governments are hellbent on self preservation and will flip any time to presevre itself.
