but what if they've been taken care of by the nanny state for so long they literally do not know how to take care of themselves?

Back at the turn of the 19th century, the poor were divided into the "deserving" and the "undeserving." Widows and orphans fit the first, and drunken bums the second.

Now they are all "victims."
