and the industry treasury, greenberg and congress were aware of it going on.

Greenberg does not ring my bell but I remember Greenspan years ago fretting that the housing market would help US to avoid slipping into recession.
Once again Green now frets about housing after turning his coat but he fathered it by keeping rates too low for too long IMHO.
