So, perhaps with a person that has no plaque but does have high cholesterol or BAD cholesterol these drug are helpful.

If the person has no plaque, than the chances are of CV event are likely to be small, since the chances of some kind of blockage developing are small. So I am not sure what these drugs would be helping. While the benefit is unclear, there is no free lunch, and one still has to pay (with side-effects of the drugs).

I'd never take one. there are better ways

I certainly agree with that.
