It is not so complicated, Rambi, and this letter obfuscates more than it clarifies. Here are the real points of the matter:

1. The telecoms absolutely need liability protection to cooperate. Without it, they dare not.

2. FISA warrants were designed for technology that is now obsolete. People today can call on cell phones with Washington DC area codes when they & their cell phones are in Europe. According to the old FISA standard, it's a "US" phone and you need a warrant, a slow process. You think the terrorists can't read about this stuff and take advantage of it?

3. Congress has sat on its hands for a year. Now that a bill has passed the Senate and been brought to the House with enough bipartisan support to pass easily, Speaker Pelosi has refused to bring it to the floor.
