If you don't tax more those with a much greater ability to pay, you disadvantage those with a greater need.

Disadvantaging them applies you are doing something to them, not merely not helping them. Doing absolutely nothing for them (which I'm not recommending by the way) would still not be disadvantaging them, because you are not doing anything to them.

As for building up debt that is also something I wouldn't recommend. I think we need to get a handle on spending.
