"samples make up 27 percent of pharmaceutical marketing budgets. "

From what I have heard, a disproportionately large percentage of samples end up being used by doctors to subsidize patients that convince them they are unable to afford medical care. Is there any research showing what percentage of samples are distributed by doctors according to need? If it is not half, I would be surprised. It is more like most of the samples at the oncologists my wife works for.

This would imply that over 10% of the marketing budgets for pharmaceutical companies is spent to subsidize the poor. This is bad news for those who want to give government the power of death.
