You will never get a handle on spending with Borrow and Spend Republicans. I believe in pay as you go, in my personal life and in govt. If you can't afford it now, save up until you can afford it. There are exceptions. War and Depression, to name two. But even John Maynard Keynes never advocated constantly running up more and more debt to fund operations, even in peaceful, good times.
