If a family of four making $40K has a, say $4k deductible then it is pretty much worthless insurance unless there is a major illness.

That's the point of insurance. Its worth a lot as insurance, but perhaps they want something other than insurance.

Back to your question about the deductible, I'm not going to redo all the searches but in Fairfax, a family of four (non-smoking) can get a PPO plan with $2500 deductible for $230 a month, or a $500 deductible for $349. They can get an HMO plan with $0 deductible or copay for $542/month, or a $0 deductible PPO plan for $644/month (still less than $10K a year)

There was also a lower cost option which I apparently missed before (either that or it's really new) You can get a $5000 deductible plan for $145.53/month (or $1746.36/year)
