Under Clinton? Not until a Republican congress was elected. A congress with the distinction of being more focused on restraining the growth of government than any congress in modern times (true that's a small hurdle to jump over). Which isn't to say the most recent Republican congress was anything like that, but neither is the current congress.

Also Clinton was in unusual circumstances. Not only did he have the most restrained congress (in fiscal terms) in modern American history, he also had the "peace dividend", and was able to make massive cuts in the military.
