It depends on how sophisticated the operator is: the trend will be to exploit QoS and user and location awareness to provide tailored services - to prevent becoming a commodity wholesale BB pipe.

Many operators are talking about tiered service plans, caps with surcharges for going over the limits and flexible 'trade up' of service plans to higher limits. One of the advantages of flat IP networks is ability to develop more incremental, temporary service plans including pay-per-usage similar to Wi-Fi hot spot hourly, block, day/week/month plans. There are efforts under way to allow low cost and basic roaming across networks. The concept is to allow users to access roamed networks easily without incurring unexpected/high usage rates. Basic service may exclude premium service and can be bandwidth restricted to 256k-512k or some other agreed upon level of service. Consideration is being given to the user experience: the studies pretty well show up what most people would think: users don't want surprises but are willing to pay modestly for service on roamed networks. What many users want is to be able to connect in more places with more types of devices to the same programs and services. To make it work the wireless broadband network has to be deployed to cover wide areas and roamed networks must be compatible with available devices. Several devices will soon come out that have multiple frequency spectra capabilities that will help make this possible. The specifications for handing off, registering to the network, handling security, doing the accounting and billing have been mostly worked out. Operators around the world must then negotiate roaming agreements which isn't always as easy as one might think.
