Most of the energy a car uses, is in the acceleration to speed, what ever that might be.
The use of ultracapacitors in assisting this boost in an all electric would not be trivial.The beauty of the ultra cap is that it is good for the life of the car...tens of thousands of regenerative braking captures and tens of thousands of assisting boosts to speed over the life of the car...making them well worth the cost and the miniscule additional weight.
There would be other ways of keeping them full, one being solar, other, grid over night.
