My last two or three posts seem to have dovetailed with your discussion with Tim. In your last post you stated something I thought was very interesting:

"There are efforts under way to allow low cost and basic roaming across networks."

Implied here is that, even if a provider such as Srpint-Whomever is claiming to support a "flat IP architecture", it doesn't necessarily mean that it is NOT one that "sequesters" its subscribers (to borrow a term from Jim), or that its network is open, without restrictions, to the larger Internet. Otherwise, roaming would be a moot point, no? Or are you using the term "roaming" at a more discreet application level, e.g., for specific PSTN-type or other normally paid-for services? Or, am I simply misreading your intent entirely? Come back ...
