Not necessarily. In other industrialized countries, government picks up basically the whole tab for health care. In the U.S., there's a private component, as well. Just the government component in the U.S. exceeds the entire health care tab per capita than any of the other countries, yet we're the ones near the bottom of the ladder in terms of quality and number of people insured.

The system is really, really broken.
