Normally, I'd agree with you on that, but the way WA State set the voting up, unless the Dems went to caucus'es their vote didn't count, and the Repubs could go to caucus, but if they just went to vote, then the winning side from the vote would get 49% of the delegates for the National Conference. Plus to even get to vote, you had to swear that you were a member of whatever Dem or Repub party. If you were an Independent, you could check that box, but your vote wouldn't be counted.
