I would use "zealot." Either end of the continuum. True believers tend to come up with extreme responses, overkill.

Rightwingers tend to realize there is no profit in nuking the lawn. Leftwingers tend to forget that they might be hit by the fallout because they hated that neocon crabgrass so much. <g>

Practical people problem solve. They identify the problem and direct their energies toward simply fixing it.

But impractical people cause problems by inflicting government on a working system and then look to add more layers of government to fix the problems caused by introducing government into the system.
